It is not legal, but our digital download laws are kinda screwy and some people think they can find loopholes in them. The biggest problem is that cyber crime just isn't a high priority for our law enforcement. It's the same as illegally downloading music through limewire or torrents, our police just don't give a shit. I don't condone piracy even if it is being conducted in a legal grey area. You're not entirely right. Downloading may be legal (like here in the Netherlands) but sharing those games is not. So while the authorities can't go after the downloaders if this is true, they can go after the sharers and thus cut off supply.
Basically, the argument for this is that downloading a game isn't stealing. As you're not actually taking the original file, just a copy of it.
But the person copying and editing the file so you can play it illegally is in the wrong because it goes against some copyright laws I believe. To the above poster: Do people still use limewire then? I had already forgotten about that program a while ago. If pirating were completely legal in Canada, I think we'd be hearing about it on a near-daily basis.
Perhaps there's a more lax attitude or a lighter penalty, but I'm sure it's not strictly speaking legal. Unless it's one of those 'downloading is legal, putting the thing up for download isn't' dealies. Depends how you feel about AAA games; there are plenty that I've enjoyed and got my full money's worth from, but of course 'worth' is completely subjective. Most people might think they're overpriced, but considering the costs of developing any game (not just AAA), I don't think anyone's about to argue that we shouldn't have to pay anything, that's bullshit. Honestly, I don't see how allowing yourself an enjoyable experience is wasting money. Money is there to be 'wasted' if you have disposable income; 'worthy' use of money in the first world is also completely amorphous with no direct definition. Hell to some people vidyagames are a waste of money by definition.
